Data Analyst

Responsibilities

Analyze how personnel, IT, policy, fiscal and management costs are currently allocated

Document current cost pools, allocation bases, coding structures (WBS, cost centers, internal orders) and claiming flows for each program

Find undocumented allocation assumptions that current federal claims rely on

Build allocation formulas, distribution methods and allocation matrices

Create the Cost Pool Reporting and Coding Matrix, showing how each pool and base will be captured, tracked and reported in Louisiana Works' financial systems

Prepare allocation schedules and supporting documents for the PACAP package

Build the Fiscal Impact Projection Model comparing federal and state shares under the current structure, the proposed methodology, and the revised federal participation rates starting in Federal Fiscal Year 2028

Quantify the financial effect of the federal rate change starting in FFY 2028

Find allowable administrative costs that aren't currently being claimed, and estimate the annual fiscal impact of the recommended changes

Validate allocation calculations after implementation

Adjust models and documents based on operational or federal feedback

Keep detailed time records, since monthly invoices for ongoing support must itemize the work performed and the hours used
